In this issue we explore the distinction between academic and non-academic skills.
The notion of non-academic skills is also under debate; depending on different approaches and disciplines, it can be broken down into several points: non cognitive, behavioural, social, emotional, relational, positional or even aesthetic... This issue therefore aims at establishing groundwork in exploring this concept.

Soft skills in debate

The paper questions the notion of « soft skills ». This notion does not bring in a breach in the sociological and pedagogical analysis; besides, whatever the lively disputes it generates, it is today very currently used in the analysis and practices of the labor market. Even if assessing these soft skills proves especially difficult, even if this notion remains theoretically problematic, one may consider that none of the actors involved in education and training may discard it.

What skills should one be equipped to enroll in sandwich training? Under what conditions can one integrate Master? Is it necessary to be competent to develop competencies? The selection process for entry into a professional Master gives to see how academic skills on the one hand, and non-academic, on the other hand, are used as benchmarks to recruiters.


The paradoxical management of service skills

This paper focuses on service skills which are mobilized by front office agents when they are involved with customers. These skills are most of the time tacit. We consider that the way in which firms recognize these skills and contribute to their development is an important management issue. It is all the more important that a lot of jobs combine poor levels of qualification and highly situated skills.

From school to labour market: Kanak women’s success

We explore the link between educational attainment, measured by grades obtained, and professional success, measured by access to employment. We question the combination of ethnicand gender effects in New Caledonia. The academic success of Kanak women exceeds that ofmen; however, their slow, recent and still weak positions on labor market reveal that the gapwith Kanak men is slowly closing. It appears that the combination of several factors of discrimination does not necessarily lead to a strict addition of penalties.

Preventing early school leaving





The final meeting of the TITA project was held on 17 October in Lyon, France. The project has occupied Céreq for the past three years in evaluating the activities of the multi-disciplinary teams engaged in preventing early school leaving. The Céreq team, made up of Dominique Maillard,  Pascale Rouaud and Fanette Merlin, carried out several waves of surveys that combined quantitative and qualitative methods in order to evaluate the measures being taken in three different national contexts: France, Luxembourg and francophone Switzerland. The theme of the results presented in Lyon was "Prevention and collaborations in differentiated school models. 
Comparative reading France, Luxembourg, Canton of Valais (Switzerland)".

La théorie des capabilités et l'expertise du Céreq

Deux manifestations internationales auxquelles participera Josiane Véro,, chercheur au Céreq, sont prévues cette année sur la question des capabilités. La première aura lieu en avril à Berlin et la seconde au Japon en septembre 2016. Les 2 présentations de Josiane Véro will be based on second French linked employer-employee survey on vocational training DIFES2, which allows for responses from 1800 employees and human resource management to be analyzed together. La première à Berlin portera sur « Beyond Empowerment: How French Corporate Policies Matter for Worker’s Capabilities”. La seconde à Tokyo sur  “Promoting workers’ capabilities as a fundamental challenge for French firms”.

“Capability and Diversity in a Global Society”

The theme of the HDCA Capacity Conference, in Japan, on 1 and 3 september, was this year "Diversity". The session attended by Josiane Vero, a researcher at Céreq, was the following: « Individuals’ Capabilities and Vocational Training within Firms: International Comparison on Communication tools, Voice and Participation Scheme ». A core question was then: Under what conditions does corporate training contribute to develop individual capabilities? How is continuing training dealt with at the company level and what scope of choice and means of achievement is associated with it? What are the processes and tools at stake?

An international comparative conference entitled ‘Guidance, training programmes and transitions into employment: what future for vocational training’ was held in Paris on the 19th and 20th of May 2016 by National Council for the Evaluation of the Education System (Cnesco) and International Centre for Pedagogical Studies (Ciep) in partnership with Centre for Research on Education, Training and Employment (Céreq) and Institute of Labour Economics and Industrial Sociology (LEST). The conference provided an opportunity for international decision makers to present some real-life experiences with public policies on vocational training that have been implemented in OECD countries. It also aimed to encourage meetings and exchanges between decision makers from different spheres, all of whom spend their days developing these policies on vocational training (national education, inter-ministerial policies, companies, regional authorities, etc.).

Céreq has concluded a two-year cycle devoted to analysis of the links between training and employment in the light of changes in the energy sector and environmental considerations. This analysis has aimed to give context to the changes taking place in the world of work and to the links between changes in jobs and changes in education and training systems.

The last seminar, which took place in Marseille on 21 June 2016, was attended by Italian researchers from ISFOL (Institut pour le Développement de la formation professionnelle des travailleurs/Institute for the Development of Workers’ Vocational Training,, who presented a study on identifying environmentally innovative occupational profiles as well as their statistical surveys on the education-to-work transition of young people leaving environmental education/training programmes in Italy.

Céreq and ISFOL have been working together for many years on establishing a European network of research centres in the area of education, training and employment. Sustainable development is one of the areas of investigation intended to impart fresh momentum to this collaboration.

Erasmus 300



Céreq researchers met three times in the institution's premises with public decision-makers, stakeholders concerned with the training-employment and industrialists as part of the "Replay-Vet Thursdays". They discussed together on how to « Strengthen the key skills of low-skilled workers through continuing professional training to cover future replacement positions. ». The research focused on 2 sectors: logistics and metallurgy and targeted 3 Specific problems: 1. Support low-skilled workers in training to meet the needs of the industry - 2. Work-based learning and forms of block-release training programmes - 3. New skills brought about by technological change. These three workshops helped to identify some "good practices" and to establish a series of recommendations.

TRACK-VET project

On 5 and 6 December, Matteo Sgarzi will go to Warsaw, for the Kick-off meeting of the TRACK-VET project. 


Capability approach 

Josiane Vero and Céline Goffette (Crest) will take part in the conference of the Institute of Demographics and Socioeconomics (IDESO), on 23 November 2017, in Geneva. Their paper will focus on "measuring the evolution of quality of employment in Europe based on the capability approach".


REPLAY-VEt project

On 22 November, Patrick Rousset,  Matteo Sgarzi will go to Frankfurt (Germany) to attend a meeting  on REPLAY-VET project.


NQF-In Project

On 9 November, Alexandre Meliva,  Josiane Paddeu and  Matteo Sgarzi will attend the NQF-In conference in Prague (Czech Republic) entitled "Including qualifications in the non-formal sector in the national qualifications framework - experiences and solutions from 7 European countries".


Satelit Project

On 24-25 October, Matteo Sgarzi will attend the Satelit Project steering committee meeting in Murcia (Spain).


GreenSkills4VET project

On 24-25 October Félicie Drouilleau and Marion Massi will travel to Thessaloniki (Greece) for  a working meeting on the GreenSkills4VET project.


Early school leaving

On 17 October, Dominique Maillard attended the Tita final event. She presented a paper on "Prevention and collaborations in differentiated school models. Comparative reading France, Luxembourg, Canton of Valais (Switzerland)".


Sustainable educational community

On 9 and 11 October, Dominique Maillard participated in the 4th international colloquium of LASALE “For a sustainable educational community”.


12th Annual Meeting of the European Network on RLMM

On 5 and 6 October,  Matteo Sgarzi and Antoine Bonleu (University of Aix-Marseille) participated in the 12th annual meeting of the European Regional Labor Market Monitoring Network (EN RLMM) held in Tirana, Albania. The annual theme of the EN RLMM was about the importance of governance in RLMM. The second day of the conference was enriched by the prospects of the emerging and developing economies of North Africa, the Middle East, South-East Europe and Central Asia.


School-to-work transition

Olivier Joseph attended the 3rd International Conference on Transitions in Youth, Young Adulthood and Beyond, in Bern, Switzerland. His paper focused on the impacts of the French economic crisis on the school-to-work transition.



Yannick Fondeur (CNAM) and Mario Mezzanzanica (University of Milano-Bicocca  - Italy) came to Marseille, on 29 September, to participate in the Céreq study day on “Big-data” and textual analysis of job offers.


Satelit Project

From 18 to 22 September, as part of the Satelit project , Julien Calmand and  Matteo Sgarzi went to Algeria  to talk with students at Bejaia and Constantine universities
about efforts to improve the recruitment of PhDs by businesses.


Higher Education 

On 11 and 12 September, Julien Calmand attended an international and interdisciplinary conference in Hanover (Germany), on Pathways into, through and out of Higher Education. His paper focused on "French PhD holders in the private sector: the signal of chaotic pathways".

Twinning project between Morocco and France

From 18 to 22 June , as part of the twinning project between Morocco and France, Mickael Molinari and Christophe Guitton went to Morocco. Their contributions focused on transition from school-to-work through the lens of Céreq’s Génération surveys and on methods of prospective analyses on jobs and qualifications



Conference on Longitudinal Data Analysis

On 7 and 8 June this year, Céreq was hosting the 24th Conference on Longitudinal Data Analysis in Marseille on the theme of "Young people and the transition to adulthood: what continuities and what changes over 30 years?". 



BIBB Congress

Matteo Sgarzi attended the BIBB Congress held in Berlin on 7 and 8 June 2018 under the motto “Learning for the future. VET of tomorrow – experience innovations”.

Matteo Sgarzi, the head of Céreq’s International Department, took part in a seminar on "the evaluation of public education policies: approaches and methods" held in Rabat on 13 and 14 February and organised by the Higher Council for Education, Training and Scientific Research. The seminar marked the launch of the institutional twinning project between the CIEP (Centre international d’études pédagogiques) and the National Evaluation Authority (Instance nationale de l’évaluation/INE). This project is part of the EU-funded programme "Réussir le statut avancé du Maroc/Achieving advanced status for Morocco".
