E.QU.A.L Project - Enhancing Qualification of Adult Learners through the implementation of Upskilling pathways 

Since June 2018, Céreq has been involved in the E.Q.U.A.L project coordinated by INAPP (Italy) and funded as part of the EaSI programme managed by the European Commission's Directorate General for Employment, Social Affairs and Inclusion.

The project is entirely devoted to testing the implementation in Italy of the guidelines issued in conjunction with the recent EC Recommendation on "Upskilling Pathways - New Opportunities for Adults".

To this purpose INAPP invited 3 different Italian regions, among the most influential on upskilling policies, to take part to the project (Lazio, Lombardia and Autonomous Province of Trento).

Italy needs to strengthen its employment services in order to promote upskilling and tailor services to individuals' needs. There is a need to better address the negative intertwining of weak adult skills and high unemployment rates that forces many people out of employment or out of the labour force altogether.

INAPP asked Céreq to support the process of pooling knowledge in the field, providing information on French adult learning policies as a benchmark for the Italian national and regional strategies for maximising positive spill-over for Italian stakeholders.

The E.Q.U.A.L. project will help to prepare the ground for effective implementation of the Upskilling Pathways Recommendation in Italy by identifying the main elements of a UP strategy. It will do so by a) mapping existing policies, tools, and resources in accordance with the three-step approach envisaged in the Recommendation (skills assessment, personalised training and skills validation), b) developing a methodology for identifying priority groups that can be customised to meet the needs of the different regional contexts and c) developing a model for the implementation of the UP building on existing practices. There will be close cooperation with relevant actors in the field of adult learning and the main bodies in charge of the UP strategy in order to ensure that activities and outputs are tailored to their information needs and their awareness is raised. To this end, a multi-level and transnational partnership has been developed, involving public and private bodies in different geographical areas.

Outputs and deliverables will be assessed and disseminated to relevant stakeholders as well as to the general public through a multi-channel communication strategy.

E.QU.A.L. partners gathered in Trento for a two-day visit

On 21 and 22 March 2019, E.QU.A.L. partners gathered in Trento for a two-day meeting. The occasion of the meeting was the seminar “La formazione per il lavoro e sul lavoro: verso un modello trentino di carattere europeo” (“Training for work and work: towards a Trentino-based model of European relevance”) organised in the context of the E.QU.A.L. project by the Trento Employment Agency, in collaboration with tsm-Trentino School of Management.

The seminar – held on Thursday 21 march –  was attended by more than 100 practitioners, academics and representatives of relevant institutions. Among the speakers, it is worth mentioning Alexia Samuel of the European Commission.

After the seminar, E.QU.A.L. partners visited the Trento Employment Center, two private training agencies managing courses on key competences (Formazione Sviluppo and Fidia), and Trentino Social Tank (a business incubator specialised in the development of business ideas in the field of welfare, personal services and the social economy).

The last session of the meeting was dedicated to taking stock of E.QU.A.L. completed activities and to planning remaining ones, concerning the production of case studies aimed to analyse in depth existing practices on the provision of key competences.

  • E.QU.A.L partners were hosted by Céreq in Marseille

On 5 and 6 september 2019, E.QU.AL partners met in Marseille where they got acquainted with the activites and studies of CEREQ on low-skilled adults and with the services of Pole Emploi.

E.QU.A.L @ EASI annual conference

On 30 September 2019, E.QU.A.L aims, activities and results have been shared with more than 150 participants from all over Europe at the EASI Annual Conference, held in Brussels. 

Final Conference of E.QU.A.L.

On October 30 2019, the final conference of E.QU.A.L. was held in Rome, during which the project's activities, products and results were presented. There were about 100 participants representing institutions, schools, training agencies, universities and schools.
