Development and recognition of informal learnings in vocational education and training

A convention was signed in October 2020 to carry out an international comparative study on vocational education and training, and more specifically on the development and recognition of informal learnings. Countries involved are Argentina (CIS-CONICET[1]), France, Morocco (INE-CSEFRS[2]) and Senegal (ONFP[3]). The supporting organisations will cooperate to fuel reflection on vocational education and training reforms and suggest new policy tools.

This project is part of the partnership agreement between the French Agency for Development (AFD) and Céreq and follows a previous collaborative work (2018-2019) on the improvement of quality within vocational education and training systems.

Vocational education and training systems will be investigated and compared through the lens of informal learnings, which have been explored by Céreq in several publications  (See here for example), and with the will to highlight the levers that could be activated to encourage the participation of the professional world (firms, branches, labour organisations…) to initial and continuing training and, in the end, to foster youth upskilling, professional integration and job security.

The study will consider the specificities of the 4 national contexts especially those related to the pressure on and the shortcomings of the VET systems due to school massification, the difficult inclusion of people from the informal sector and the mismatches between the offer of VET systems and the actual needs of both the formal and the informal labour markets.

The research is due to last 2 years and will unfold in several stages: country profile reports, field investigations in employment areas, analysis, comparison and recommendations.
