Assessing Employment and Skills Needs in Informal Economies

Cereq intended to the 14th Annual Meeting of the European Network on Regional Labour Market Monitoring (EN RLMM) which took place on 3-4 October 2019 in Moscow, Russia. Our host was the Institute of Socio-Economic Studies of Population of the Russian Academy of Sciences.

The topic of the meeting was "Assessing Employment and Skills Needs in Informal Economies: Approaches and Insights from Regional and Local Labour Market Monitoring.

So far, labour market observatories have mainly focused on monitoring formal employment. However, in many countries shadow economy plays an important role. It is difficult to measure the extent of informal employment as the economic activities carried out outside the norms and institutions take different forms, varying from subsistence farming to freelance work. During the conference, Aline Valette-Wursthen, researcher in the Work Employment and Professionalisation Department, moderated a session which tackled the issues of definition and measures of informal employment. Mattéo Sgarzi, Executive officer in charge of international relations in Céreq, for his part, moderated a session which topic was regional policy responses to informal employment. Antoine Bonleu, researcher in the Work Employment and Professionalisation  Department, joint the Big Data Group of the network which works inspired futures investigations in Céreq on the question of big data.

Next year, the EN RLMM conference will take place on 17-18 September in Sardinia and will focus on Small and Medium Size Enterprises as a place which create opportunities for workers, for territories and for the observation of changes in work organisation in a world marked by digital and environmental transitions.
