This varia issue of Formation Emploi illustrates in particular the mosaic of trajectories in the educational and employment systems. For young people who are far from both school and employment, "voluntary military service" may be suitable for those who are looking for both training and a solution to their geographical mobility problem, without being put off by the military aspect. For the best endowed young people, the professional future may involve the creation of companies, this project being strongly linked to the identification of opportunities. Others may still turn to the civil service, marked by the rise of a pseudo internal market characterized by long-term employment within the State, under contractual status and without the advantages of civil service. Finally, although the need for training is unanimously recognized, local elected officials receive little training.  Institutional and biographical determinants of access to training come into play here.

    Introduced in 2015 and experimented until the end of 2018, the voluntary military service has been made permanent in January 2019. This very intensive support and training programme, administered by the army, targets young people who are far from both employment and school. In 2019, more than 1,000 young volunteers were welcomed in one of the six SMV centres. A comparison of three successive cohorts of volunteers recruited between 2017 and 2019 shows a remarkable stability in the characteristics of the young people, reflecting a self-selection effect of candidates who are looking for training and for a solution to their mobility problem without being put off by the militarisation of the support.

    This paper focuses on the psychological approach of the Entrepreneurial Intention. The Research identifies different variables influencing individual behaviors and their entrepreneurial objectives. The Survey is based on 235 questionnaires targeting Students from a European University. Structured Equation Modeling (SEM) has been used to examine the relationships among the variables. Consistently with the literature, our results show that Identification of Opportunities and Explicit Knowledge are antecedents to the Entrepreneurial Intention. Our findings indicate and measure the importance of Tacit Knowledge which directly influence the Entrepreneurial Intention.

    How have the legislative and cyclical changes in the public employment system between 1991 and 2012 affected the entry paths of young people into the public service ? To find out, we describe the dynamics of entry paths into this sector, comparing their distribution over the cohorts. In 21 years, the prospects for direct access to permanent State jobs have diminished considerably, to the benefit of contractual job retention, supporting the hypothesis of the establishment of a pseudo internal market characterized by long-term employment within the State, without the guarantees associated with civil servant status. Departures to the private sector are decreasing at the same time, and we finally identify a very small but constant channel of mobility between the different levels of the civil service.

  • Training for elected locals is counterintuitive. Its democratic value to facilitate the use and exercise of the local mandates is recognised by all. Yet, few elected representatives in office ask for such training. In order to understand the imbalance between rhetoric and practise, it’s necessary to bypass the “free choice” belief of elected locals to train and showcase the institutional and social background disparities in access to the right. This article outlines that elected locals use to training is more predicated upon institutionnals and biographicals variables than an issue of personnal interest.
